No official answer found. I will drop it at the appropriate sources and let you know as soon as possible. By the way, my two cents: I would say that both sides reach victory conditions at the same time, and thus a tie. But as I said, this is not official...


Below the first reaction. Note: still not 100% official, but based on the actual rules very likely.

"VP Scoring takes place after any Ops are resolved, because (10.3.1) "Note: All VP awards (for both players that are scored during an event or scoring card must be applied prior to determining automatic victory." We Will Bury You text has an overide exception, resulting from our previous argument.

Meanwhile (8.1.3) "If DEFCON 1 status is reached, nuclear war breaks out and the game ends immediately. The phasing player is responsible..."

So, for example, imagine if a Scoring card granted a phasing player 1 Op and he used it to Coup to DEFCON 1, he would lose immediately. You wouldn't get to start counting to resolve the VP awards. You could not Score first then resolve the Ops."

I think you can quietly use this rule until further notice.
