I've tried three players solitaire and everything seems to work so far, but I'm not going to be able to get a live group any time soon. What I've theorized so far: the idea is to subtly try to help your employer gain short-term victory points while keeping the long-term situation as balanced as possible so that you don't find yourself hopelessly caught on the wrong side. Also, you don't want to play one side too much better than the other because then other people will accuse you and cost you a significant amount of VPs (and the penalty could be modified if necessary). At the same time, you could probably get away with a few sub-optimal plays since others don't know your hand and might think you're bluffing to make them accuse you and lose VPs. Too much bluffing will lose too many points for your side, though. Also, you probably have allies in any given round, but you don't know who they are, and finding out is risky. There's supposed to be plenty of psychological tension and bluffing, but I'd need live playtest results before I really know how it works.
