My guess is that Dedaan is right. There are other situations where you don't know whether you will be forced to hold a scoring card or not such as when you already hold a scoring card on the 6th impulse and then draw another scoring card when the Soviets play Our Man In Tehran on the 7th.
However, I would concede that this example is not exactly the same due to the fact that the US player has some choice (i.e., discarding the scoring card).
