I don't see how the Chinese Civil War is going to even out the Red Scare/Purge event since It is not an optional card (and also a neutral one, so it can be played against the USSR as well).Anyhow, I personaly tried the CCW optional rule a few times and did not like it. Essentially, USSR has more interests in investing his ops elswhere than China so it turns out the China card stay unavailable for most of the game. Not to mention the confusion that arise when China Card related events are triggered while the said card has yet to be claimed.
As others mentioned, adding the optional cards to the deck is a good and fun alternative.
