Not always, a standard situation occurs if it's turn 3 and US know for sure that USSR holds the CIA Created card. DEFCON is 3 at the start of the turn and USSR controls at least 1 BG in the Mid War regions (Cuba for example). If US hold the China Card and have Duck & Cover and Five Year Plan in his hand, this is the ideal setup for a DEFCON win. In that case USSR can escape only by playing Nuclear Test Ban as an event or has to be lucky that US draw CIA Created from his hand (with FYP).
