You can never be forced to hold a scoring card by an event - see Rule 10.1.5:

So, for example, you're under Bear Trap as USSR player. You are forced to discard cards worth 2 or more ops every action round - unless doing so makes you hold a scoring card (i.e., you will have fewer action rounds than scoring cards in your hand). In that case, you should play a scoring card, instead of discarding a card. This, however, means that you also lose the opportunity to roll 1-4 to get out of the Bear Trap, and will be forced to play Scoring Cards until the next turn, when you'll continue to discard and roll.
Another example, as found in the official FAQs, is if you have two cards left, one of which is a scoring card, and you have one action round remaining. Your opponent plays Missile Envy, picks your non-scoring card, and plays it. The card event requires you to play Missile Envy for ops in your last remaining action round - but it'll force you to hold your scoring card. Therefore, you can play your scoring card instead of playing Missile Envy for ops. However, you still need to play Missile Envy for ops in the first action round of your next turn.

Realignment rolls are excellent for locking an opponent out of a region - especially useful for the US in the Americas, and USSR in the Middle East.
