No, events does not happen when you play a card on the Space Race (doesn't matter if it's yours or your opponents). The Space Race is a way to get rid of nasty events (at least for a while, since they're discarded and can come back into play).

When you play on the Space Race, the following happens:
1. You discard a card with enough Ops (if you try to move to a box which requires a 2 Ops-card, it's okay to discard 2, 3 or 4 Ops card). Remember that Red Scare/Purge, Containment and Brezhnev Doctrine affects the value of cards discarded.
2. You roll a die. If the roll is a success, you move to the next box, otherwise you stay.
3. If you're the first to reach a box with an advantage, you immediately get that advantage. For example, if you move to the "Animal in Space" box, you have the opportunity to discard another card on the Space Race this turn (during another Action Round). If your opponent reaches the same box, you immediately lose that advantage.
