I think you are potentially crazy! First of all this is just theory and you are not considering the Soviet card play. Moreover, besides the Headline which is correct and standard US Headline play style to drop the Defcon at 2, your first 2 rounds are a disaster against a seasoned USSR player. If you set the Defcon to 5, then there is a good chance that your opponent will coup Italy or start realigning the hell out of Europe since by now he probably controls France, West Germany or Italy. Besides you never play Nuclear Test Ban for the event for the simple reason that at the start of any turn, Defcon is usually at 3, so this event will give you max 2 points since USSR will definitely make the initial coup. And 4 ops is A LOT of ops to spend on 2 VP. I would leave the Defcon where it is (at 2), play Junta on Chile and use the 4 ops to take Argentina and one more 2 stability non battleground country. And if the opponent doesn't cause me any problems elsewhere i would go for control of South America.
