i think you played wrong. first of all missile envy is a mid war card and it should not have in his hands on turn 3 (early war).
let's say you wrote this wrong maybe this situation occurred turn 4. Missile Envy Text says: "Exchange this card for your opponent's highest valued operations card in his hand. If two or more cards are tied, opponent chooses..."

so your opponent does not choose a random card from your hand.

by the way which soviet cards with 2ops reduce the Defcon?





None, but he didn't say they had 2 ops. However this is another reason why this can't happen in turn 3- the only Soviet card that reduces Defcon (without any other option) is a Mid War card (We Will Bury you). Unless of course he was playing a really early edition with Korean War reducing Defcon...

You can lose to a mixed 2 OPs card- olympic games.

Anyway, there are so many ways for Missile Envy to backfire even if Defcon is greater than 2 that it is just silly to play it at 2 unless you have some foreknowledge of your opponent's hand.
