I would argue that in this case it's not what the rules say; it's what they don't say. If they meant for you to set the defcon to 5 when the event adjusts it above 5, they would or should have said so. Instead they said something else.

Of course they may have meant to set the defcon to 5 in this case, but expressed it poorly. So I'm on the fence.
