I think the game is balanced just fine at +1. I understand its something like 55/45 for the USSR, but I believe that's because more games end earlier with the USSR before the USA's long-term advantage comes into play. Balancing the game to get it to 50/50, IMO, makes the game even more advantageous to the USA if they make it to Turn 6 or beyond.As for where to place the other +1 (assuming no over-control is allowed), here are my thoughts (after +1 in Iran, which is obvious)
- Canada, to make it one Marshall Plan/Special Relationship/IP away from activating NORAD, and makes NORAD more unplayable for the USSR.
- Philippines, to give the USA control of two controls immediately, so the USSR can't score a quick and dirty domination by taking Afghanistan or Vietnam.
- South Africa, you're going to fill it up at some point, might as well start now.
I think it also makes the Marshall Plan set-up stronger (3 WG, 1 ITAL, 1 TUR, 1 GRE, 1 S/P, +1 IRAN, +1 ITAL).
