The rules say domination is acheived if a player

1 - controls more countries and
2 - controls more battleground countries

Are the battle ground countries counted also in one, or does 1 mean non-battleground countries. Consider say:

Player A controls 3 battle ground countries and 1 non-battleground countries.

Player B controls 3 non-battleground countries.

Player A controls more countries overall (under criterion 1), so is this sufficient to secure domination?
