NORAD would not take effect in that situation. Here's some other similar situations:Scenario 1: Defcon is at 2. ABM Treaty is played for the event, raising the defcon to 3. A coup is then made of a battleground country somewhere, bringing the defcon back to 2.
Result: US DOES get to place influence due to NORAD because the defcon improved to 3 temporarily, then dropped to 2. (Assuming this is not in the headline phase and that US has control of Canada.)
Scenario 2: Defcon is at 2. Summit is played for the event, but the winner decides not to improve or degrade the defcon and the defcon marker is kept at 2.
Result: US does not get to add influence from NORAD because the defcon remained where it was.
Scenario 3: Defcon is at 5. Cuban Missile Crisis is played for the event, dropping the defcon to 2.
Result: Assuming this is not done during the headline, the US does get to add influence due to NORAD.
