The US is probably harder to play well in your first few games as it is more subtle than the USSR. The USSR is all about spreading out in multiple regions and trying to steamroller the US, plus they have more favourable events.

It evens up some in the Mid War as the US gets numerous events that let them get the first coup in a turn, or remove USSR influence, or force them to discard cards etc.

Late War definitely the impetus has swung to the US - the best way for the USSR to win is not to let a game go to Final Scoring.
