I'm curious what you mean by this. Red Scare/Purge doesn't stop you from making coups. It might prevent space races, but only due to the Ops requirements (at least a 2-ops card at the beginning of the space race, so if you have nothing over 2 ops and get Red Scared, you can't space race) . . . but you shouldn't be doing too much space racing anyway - it's more important to be getting influence on the board.
Anyway, the USSR is definitely favored over the US. Experienced players will often bid 2 or 3 influence to play USSR (meaning that the US gets to place 2 or 3 extra influence markers at the start of the game, usually in any location they already have influence). The optional cards also help to correct the balance.
Lastly, if the US lasts into the late game, the deck favors them much more. So hang in there!
