Well, you have become a victim of so called "soviet steamroller".
It is possible for USSR to win in the 4th or 5th round, but believe me, that when you play more and get more experience, it will happen less and less often.
The early war stage for US is not about winning and making a lot of VP, but rather about establishing their positions for later scorings. This game offers really a great deal of challenge, so don't give up and just give it another try. It's definetely worth it!
