It seems that might be poorly worded in the rules, but I think that the gist of it is that you may only place inf in country that is adjacent to at least one of your inf markers (or home country) AFTER the event that triggered is resolved.In this case Suez Crisis removes all the inf, so no USA player won't be able to place any inf, since at the beginning of his play for OPS there was no inf in Israel.
