This is how I've always played it as wll. Howver, initially I was going to agree with Pedro, but after reading through 6.1 a few more times I'm inclined to stick with our original interpretation. Paring down the sentence to its main thrust, it is "... markers must be placed with ... friendly markers ..." The rest of the sentence just qualifies what friendly markers can be used.

The 'with' implies the friendly markers must still be on the board when you place the new ones. If they are not on the board, then the new markers are not 'with' the existing friendly markers.

Pedro, I'll give you points for creative interpretation, but in this case I don't think it holds up.
